FranceWebInfo,La Région Ile-de-France et l'AFE se donnent l'objectif d'accompagner, chaque année, 1 000 porteurs d'un projet entrepreneurial ou jeunes chefs d'entreprises exerçant leur activité dans un territoire des quartiers de la politique de la ville.

La Région Ile-de-France et l'AFE lancent un appel à projets pour soutenir l'entrepreneuriat dans les quartiers de la politique de la Ville

Le 1er février 2017, l'AFE publiait un appel à manifestation d'intérêt (AMI), à destination des Régions et Métropoles pour soutenir les « Initiatives structurantes pour l'entrepreneuriat dans les territoires fragiles ». Sur la base des propositions des Régions et des Métropoles, l'AFE soutient à présent la mise en œuvre d'appels à projets (AAP) co-construits et cofinancés avec les collectivités territoriales.

Dans ce cadre, la Région Ile-de-France et l'AFE lancent aujourd'hui le premier AAP conjoint « Entreprendre dans les quartiers politique de la Ville » 2017, qui a pour objectifs de :
-    renforcer les actions d'accompagnement des créateurs-repreneurs et jeunes dirigeants d'entreprises,
-    accroître le taux de création et reprise d'entreprises,
-    favoriser la pérennité des entreprises et des emplois créés dans les quartiers prioritaires de la politique de la ville.
L'accompagnement constitue un enjeu de premier plan pour favoriser le succès des entrepreneurs franciliens et pour le développement économique de la Région qui connaît une très forte dynamique entrepreneuriale (27% des créations d'entreprises créées dans notre pays), en particulier dans les QPV, mais aussi une fragilité des nouvelles entreprises, moins robustes et moins riches en emplois que la moyenne nationale.
La mise en œuvre de cet appel à projet s'effectue dans le cadre du renouvellement de la politique régionale en faveur de l'entrepreneuriat et doit permettre de bâtir une offre d'accompagnement articulée avec les actions qui seront déployées à l'échelle régionale dans le cadre de l'appel à manifestation d'intérêt « Offre d'accompagnement pour un parcours coordonné vers la création et reprise d'entreprise », et de l'appel à projets « Favoriser la création et reprise d'activité, assurer une intégration durable dans l'emploi » au titre du FSE (axe 3 du Programme Opérationnel Régional 2014-2020).

La Région et l'AFE se donnent l'objectif d'accompagner, chaque année, 1 000 porteurs d'un projet entrepreneurial ou jeunes chefs d'entreprises exerçant leur activité dans un territoire des quartiers de la politique de la ville. Il s'agit d'augmenter de 52% le nombre de personnes accompagnées en 2016 dans les quartiers de la politique de la ville (650 bénéficiaires).
L'AAP vise donc à amplifier les initiatives existantes, ayant fait la preuve de leur efficacité, ou à faire émerger des initiatives nouvelles ciblées sur l'acquisition de compétences entrepreneuriales et la mise en réseau, notamment pour les jeunes (moins de 32 ans) et les femmes issus de ces territoires fragiles franciliens.

Une enveloppe maximale de 880 000 € est dévolue à l'AAP au titre de l'année 2017, dont  700 000 € par la Région Ile-de-France et 180 000 € par l'AFE.

. Date limite de remise des offres fixée au 12 septembre 2017 à 12h.
. Candidats éligibles : les collectivités locales et leurs groupements, ainsi que les opérateurs franciliens de l'accompagnement de la création/reprise et du développement d'entreprises (personnes morales de droit public ou privé).
